Who would thought that even at the 2021, software developers and others, will spot problems at Win-8 and latest version of Windows, that Win 7 never had.  ;D

The article below gives an answer of how accurate are the metrics (calculation) at multi-core CPU usage by the OS.
According to this, Windows 7 and Windows Server 2008 R2, both are at the safe side.
