To stop Windows Search from indexing Internet Explorer this is a problem which started since Windows XP times, and plagued even Win7 and newer  Microsoft OS.

At my workstation while I do remove from (windows index) Indexing options the path of Internet Explorer,  this stays that way for as long Internet Explorer this is not used.
But ...

If I wish to use my IP wireless camera which works and has compatibility only with the ancient Internet Explorer ...   Then Internet Explorer this activates and register it self at indexing paths.
And or if I use email preview from Outlook due Internet Explorer,  again this activates and register it self at indexing paths.

Today I did discover the only one and a permanent solution
that worked for me, and this is of what I am going to share.

This solution involves again the use of windows Local group policy console
Type "gpedit.msc" and select OK
Browse to Computer Configuration\Administrative Templates\Windows Components\Search

You will find listed:  Prevent Indexing certain path
Double click on that Policy.
Set it to Enabled.
Options field this is now active.
Click on Show... Button  ( Show Content mini window )

Now at first available Value Path, click and add the text below.
iehistory://{*}/

As soon this path gets inserted, now reboot your PC.    :)

Notes:
If you own Home version of Windows,  you will not have access to Local group policy console
You need to be logged with Administrator account so to gain access to Local group policy console
