European Union banned the use of transparent plastic at blister packaging.

I am unaware since when this NEW directive become active?, I got the news today by talking with product support person in Holland.

Any European based importers, for example the ones distributing Alkaline and NIMH batteries.
They got in the trouble to renew products packaging materials.
 
New products might arrive enclosed in a carton box alone.
And or having an open window, this offering not much of dust protection.
