Second hand FLUKE 289 at low price, this smells as sweet deal.
But is it ?   ???

FLUKE Calibration centers, the one able to perform complete adjustment, they do not offer different price quotes, if you are a professional user or a hobbyist.

The service / complete adjustment (if possible) at a healthy in hardware meter, this will add up the cost of near to 250 Euros.

2nd hand meter this sold for less, than average second hand price, this is not sigh of opportunity  :P   
This it should alert you instead...

Second hand FLUKE 289,and  or any similar model, if you are in denial paying FLUKE Calibration centers them handle the problem?
Then, you better return the meter back to the seller. 
In a attempt, of you to minimize your losses.

AC ranges offset this is harder to detect.
If you are lucky owning a function generator, do not skip testing any used DMM at 50Hz up to 1kHz as basic test.

Only low intelligence people, will insist repairing such a meter all by them self.
