Prolific PL2303HXA is the main chip used inside of U1173A that is their first generation of USB-IR data logging cable which Agilent recently replaced by their new U1173B ( full story here) http://www.ittsb.eu/forum/index.php?topic=766.0 (http://www.ittsb.eu/forum/index.php?topic=766.0)
Today just for fun used the Prolific chip detection software and I did verified that my U1173A it does use PL2303HXA.
Then tested the HIOKI IR-USB cable for the DT4282 (and possibly other multimeter) and it is using exactly the same chip.
For me that I am living in the world of windows XP is not a problem but definably this is a good reason so to notify HIOKI by this message, and my readers.
The DT 9000 communication package needs hardware refreshing.
Windows 8/8.1 are NOT supported in PL-2303HXA and PL-2303X EOL chip versions.
Prolific recommends to use PL-2303HXD (HX Rev D) or PL2303TA chip

After some additional personal research I did discovered at HIOKI website one fresher note that the company has ready for distribution their updated USB IR communication package, by the product code DT4900-01 which is fully compliant with Windows 8, when their DT4900 it is compatible up to Windows 7.
