In the past 10 years,  even China this realized by the hard way, that without all sort of required approvals, they will never sale products in the European market.

Yes China along of willing Chinese products importers, they together learn this lesson by the hard way.
There is a special European body, this be networked all around EU countries, anything for import this it does pass from inspections at the borders.
Anything unreliable, anything with electrical safety issues, anything this made by the use of dangerous and forbidden substances, they are all blocked at the borders.

Battery chargers they should comply at minimum to Safety LVD testing standards: en 60950-1:2006+a11:2009+a1:2010+a12:2011

Such a technical level compliance, this has significant benefits for us consumers.
Two identical in appearance products, the poor made clone, this will be internally inferior.

When someone buying directly from China due Ebay and Aliexpress, by 95% he will get FAKE products.
When the Chinese visiting Europe as tourists, they are in fear,  they afraid that they might buy Chinese imitations of expensive Swiss watches 

Lesson learned, we buy chargers and anything electronic, only from recognized imports within the European union.
Any real recognized import, this must include and the relative documentation.
If you seek for such documentation and the seller / EU distributor does not have it?  Then you were scammed.

The good thing with EU marketplace, this is that every year, more strict certification and control this is apply ed.

They are currently two brands of intelligent NiMH chargers in EU (with LCD / battery refresh, capacity measurement), two old EU imports, these products not be renewed as models.
And now sold cheaply for as long stock this is available.

Some young consumers think of these as usable products with minor amount of technical issues.
People these chargers they have a manufacturing cost of five American dollars its one. 
My advice be more careful with your money from now and on.

I did check today the documentation of all three of these German imports, the freshest this is R&D of 2012 (product manuals creation date 2014).
