Since New Lithium Polymer (LiPo) cells they never come fully charged from the factory, they need charging and balancing.

From the other hand,  what if we have a device, this having a factory made sophisticated charging system, along of PCM board that we simply plan to reuse?
Then our job this is limited at just bringing these cells at initial balancing state.

Initial balancing this can be made at any voltage, for EXAMPLE:
Cell  A this is at 3.6V
Cell B this is at 3.4V

Its enough both cells to receive initial balancing at 3.6V,  then they are ready for connection over the PCM.
 
Interesting enough,  even AI agreed with me, that in parallel charging this is ideal, instead of slightly discharging the one which appears as more charged.

What AI is unaware, this is of what test leads they are ideal for Lithium Polymer with soft copper tabs;)
I when lucky on this detail,  as I was had purchase 10 years ago,  several small clips (Duckbill) for four-wire resistance measurements.
These have nice flat contact point but spring load, this is powerless at holding anything with enough strength or pressure.

Other than this test leads detail, as soon current fall to zero at 3.6V, one more hour this is enough for 100% equilibrium.
