Well, as electrical anti-parasitic filter, this toy might  have some value.
It might be able to suppress electrical noise caused by On/Off switches.

Everything has to do with the age and the quality of the wiring of an electrical installation.

My own puzzling this has to do, with the fact that neither an REAL oscilloscope, this is not able to review spikes or line noise, as this appear at these drawings.
An REAL oscilloscope, this can review line noise, only in the peaks of a sinusoidal waveform.
