Free Gift - Acer B223WG 22" widescreen TFT TN Year 2010 - Unusual OSD Menu

My new find this is an Acer B223WG 22" TFT TN,  Year 2010. 

This article it would no be here, if I was not facing an unusual condition, when I started testing this PC monitor.
At power On, with out PC connectivity .... I can see ACER Green logo for a few seconds.
Then I can see OSD floating message .... No signal detected .. In German language.

The most peculiar find, Its not possible to get in and adjust any OSD settings, with out having this monitor / screen connected to a PC.  
I did confirm that there is such a peculiarity, some one in Russia, he performed PSU repair parts refurbishing, and even then the only active button this is Power On / Sleep and nothing else.

The entire row of adjustment buttons this seems as dead.

Indeed , surprising ....  this PC monitor produces crisp image, tested it for three hours, no issues.
When this were connected to PC, all adjusting settings they become active.

I did a settings reset, and changed the language to ENG. 

It seems that there is also and another brother ACER model, this has  D-Sub (VGA),  DVI, along of (modern) Display Port.
Just of curiosity, tomorrow I will take it apart, so to inspect all components at the Power supply.
The panel alone this is pristine condition,  with double checked electronics, then this will become my spare monitor.

AC Current:       185 mA /  33 mA
Power Factor:     0.574  / 0.061
