Japanese industry this making high precision instruments for electrical T&M, this is still active, and the Japanese they do it by their own way.
The Japanese way, this is using Made In Japan parts, if possible.

When us taking apart for servicing, of such high precision instruments, the eye will fall over SMD resistors, them using transparent protection cover.
While most of them they come with vivid colors,  bright green, electric blue, white or gray.
( High Frequency Chip Resistors )

The factory name this is SUSUMU in Japan.
They take pride by manufacturing resistors with lowest loses at RF applications.

In our times, they are and Top Tear digital multimeter these able to measure higher Hz frequencies.
They are resistance meters and LCR meter,  these using RF (pulses) as test signal.

In conclusion,  when you inspect a PCB this having Japanese origin, and you spot on it excellent looking resistors in bright colors,  then by 99% this is work of SUSUMU in Japan.
SUSUMU business model this is exclusively B2B.     
SUSUMU products documentation, this is stored within lots of paper work, that an electronics engineer, he has the obligation to explore in full. 

When we see precision resistors, our first thought might be Vishay foil as this be the source.
But in Japan, it seems that they are more than one local kings, that we are not aware of.  ;)
