I am exploring curently all the theory behind those LCR meters, and even me I am full of questions which require answers.

In my hunting for info about Tan Delta, also called Loss Angle or Dissipation Factor testing, I did step over this document, which speaks about this principal over cable testing.

It does worth a read even if the document was made to serve the demonstration of an cable tester.
